The finding, before the list
80% of the books outside this table are outside it for the same reason: they run no welcome offer. That is not a research gap. Several of them state the absence themselves, one publishes a note explaining what it pays for instead of a signing bonus, and a fourth has no wallet to pay a bonus into because it settles across a counter.
Speed is not what separates the two lists. The quickest reported withdrawal among the unnumbered books belongs to Betway, and it is faster than Melbet, which is numbered. A rule with two conditions is not a ranking, and this is what that difference looks like in practice.
Every figure in that comparison is a reported one. This publication has timed no withdrawal in Ghana and does not claim to have.

What a book would have to do
Publish its welcome terms somewhere a reader can find them, and have a withdrawal figure inside two hours on the record. Both, in the same edition. Nothing about the standings is a permanent list, and a book that starts publishing terms next quarter is numbered in the edition after it, with the day the change was read printed beside the number.
Questions this edition is asked
- Does being in the notes mean a book is bad?
- No, and the arithmetic says so plainly. The fastest reported withdrawal of any book in this edition belongs to Betway, which is in the notes, and it is quicker than the slowest book in the numbered table. What the notes record is a book that does not satisfy a two-part rule, and for almost all of them the part they miss is the welcome terms rather than the money.
- Why does a missing welcome offer keep a book out of the table?
- Because welcome terms carry the second-heaviest weight in this model, and because a book that publishes none cannot be compared on it in either direction. Numbering it anyway would mean scoring it on a criterion it has no answer to, or quietly dropping the criterion for that book alone, and both make the number mean something different from every other number in the column. The rule is stated on every table this edition prints: A book earns a number when it publishes its welcome terms and pays inside two hours. Both, or it stays in the notes.
- Do these bookmakers still get a page?
